    This d3planner model I created seems to be going on the assumption that they do in fact crit if you check how it is calculating the damage. Strangely enough though, it doesn't include the N2 bonus (%) in its calculation for crashing rain proc damage - just the n6 (%). If Crashing Rain is affected by +% Rain Of Vengeance then I would expect it to be affected by the N2 bonus as well.
